Moon-Seok Kang

Moon Seok Kang is the Head of the Service Development Division at LG Uplus(formerly LG Telecom) and holds responsibilities for service and device development. He is currently leading IT integration in order to consolidate the wired and wireless businesses.
In 2003, he marketed the first mobile banking business, called BankON, for every bank in Korea, and commercialized the first open WAP(Wireless Application Protocol) and mobile web browsing service called OZ(Open Zone) in the Korean market. In 2001, he founded TG Asia Ventures Ltd. in Hong Kong, which is the first foreign venture capital in Korea. As the Chief Executive Officer, he raised funds and invested in Korean and Chinese IT start-ups.
In 1998, he served as a secretary in the Office of the President of Korea. During his tenure in the office, he promoted policies for nurturing venture industries to overcome the IMF crisis in Korea. In 1999, he initiated the “People’s Personal Computer” campaign to increase PC penetration among low-income households and thereby accelerated transition into an information society.
In 1993, Kang developed the policy of Korean telecom market liberalization while working in the Ministry of Information and Communications and led a deal to privatize public enterprises, including KT(Korea Telecom), KMT(Korea Mobile Telecom) and DACOM.
