Government 2.0 : A Path to Government-Citizen

Initiatives for making government information public for more open and transparent governance are gaining momentum. Led by such countries as Australia, the United Kingdom and the United States, they are now evolving into a Web 2.0-supported cultural movement that advocates citizens’ active participation in and contribution to government decision-making and policy implementation processes.
Meaningfully bringing about Government 2.0, however, would require the government to have a mindset that acknowledges citizens’ expertise and values their inputs, coupled with genuine bottom-up, grassroots movements for deliberation and participation.
How much of this agenda can be realized, where are the best examples of governments realizing it, and how can it be realized?
